So I'm pretty sure with every car I've ever been in, the solution to water drops on the passenger windows is to roll the windows down and back up to get a lot of the water to go away. In my 2016 HB, however, it looks like the window isn't even touched. Is this how it's supposed to be?

Same here.
A Honda tech for my Fit said those window seals aren't supposed to wipe the water and it's normal if they don't. They just seal when the windows are fully closed, I'm guessing. Lots of drivers have this issue across car brands. Some suggested if the seal is tight dirt and debris will collect under the seal and scratch the glass.
My Passenger window does a better job to wiping the lower half of the glass of water beads but my driver window doesn't wipe anything. I just push the window outward while rolling down to push it against the seal.
