So a friend of mines car has a 2 tone "chime" which won't allow the car to start. It was parked for 4 days when all of this started happening. He went out to start it, and that's all it does now. It's a 2006 Mazda 3. Checked every fuse imaginable. But if we pull the 30 amp ignition fuse #2 in the fuse panel, the chime stops but obviously still won't let the car start. Has anyone had this issue before? Or know a fix? Thanks in advance. I've attached a short video of said chimes.

Battery is brand new, even took the battery out my of 3 to double/triple check. Alt/starter is good

I really hate to be a smart ass, but did you secure the battery terminals?

Lol yes. They are secure. We've been over pretty well anything we could think of

There has to be a bad/broken ground or bad connection someplace.

Connect a battery booster lead from the negative terminal on the battery to a substantial connection on the block and try it. This should bypass most of the grounds.
