My best guess is some sort of baffle for noise reduction as it is not attached to anything, just bumbling around in the void under the intake runners above the plenum. If you feel around, there are a couple more foam blocks that are attached somehow in that same space, anchored to something around the connection to the engine block. I decided to remove the previously mentioned loose piece as I have this thing about useless parts on my cars. It is black closed cell foam slightly firmer than a memory foam pillow.

listed here as "cover, surge tank" (which makes zero sense)

listed here as "intake manifold cover", (part #22 , upper left corner)

If anybody can explain that this part somehow has vital importance to the function or performance of the engine, I will put it back, otherwise it will just bother me. Ideas?
