I am starting to understand lighting a little now, but I am wondering what are the maximum lumens you can get for each head light and fog light.

Can you get the maximum lumens available but just keep the line low as not to blind others, or do you have to lower lumens so as not to blind other traffic?

I think I have it now regarding led color. I like the blue myself, but I guise that is not so bright, or can you get blue with higher lumens?

Honestly I am trying to figure it out myself but I am a bit confused.

Is there a tread I can look?

Optimal visible light output will be in the 4-5k range on the Kelvin scale. Higher than that and the frequency diminishes visibility.
