You don't want to put lacquer over anything, it's way to brittle and will eat away at most other surfaces. You might use a urethane, but I don't think there would be much advantage in coating vinyl and it would be hard to get a even coat that doesn't show dust, brush marks, etc.

Thanks for the tip man. I will stay away from lacquer
