I ordered some Hella yellow h11 fog light bulbs on Amazon per recommendation by many users and what arrived seems to be a Heliolite branded bulb within Hella Optilux packaging.

Is this normal? The bulbs have a yellow top dip when most pictures of Hella yellows have a chrome/grey dip. They are made in KOREA and are branded Heliolite

You might want to ask Hella if this really is their product. Perhaps a Google or a peek at their web site may glean the info you seek.

There're so many pirates floating around out there that it's hard to tell what's fake nowadays.
