It would be nice if we had access to the PDF itself. Sometimes there really is a "fix" but sometimes, it's just an education on the par of the dealer on how to deal with the customer complaint.

I believe I have this issue with my 2012 AT (SkyActive). It is only happening while I am COASTING down a steeper hill (foot completely off the gas). The car seems to downshift, which makes my RPM skyrocket up to 3,000+ and will continue "revving" until I either hit the gas or the car upshifts... so my issue seems a little different than this Service Bulletin in the sense that the SB claims "when accelerator pedal is slightly depressed". In my case my foot is not even touching the accelerator.
